It wouldn't be as much of a problem if universities, especially those receiving state funding, weren't being run like businesses. A service fee here, a little cost there. A tuition fee that seems reasonable is quickly nickel and dimed to outrageous expenses. Also, as a commuter student why should I have to pay $30 each quarter for a parking pass that I have no choice but to purchase? Then once I get there the employees (faculty and staff) get to park closer than the customers (students). What's that all about?
