If you think it means that the federal government should not have responsibility for regulating personal arms and that the states should control their militias, well, militias have come a long way in 200 years. In this day and age its arguable enough that a private citizen holding arms is to the detriment of well-regulated militias (be they police forces or the national guard). Whatever way you cut it, the 2nd amendment is archaic.
