A lack of capital should mean higher interest rates. Is it written in the Bible or the Constitution that corporations and people have an inalienable right to a 5% interest rate? No, the interest rate should reflect the need for capital. If you raise the interest rates, maybe more people will save, instead of simply spending their money wildly.
